Captain of Support Services- Brian Miller


Captain Brian Miller began his law enforcement career with the La Habra Police Department in 2006 and has since served in a variety of leadership roles. Throughout his career, he has held assignments including Motor Officer, Field Training Officer, Patrol Sergeant and Lieutenant, Detective Sergeant, Professional Standards Unit Lieutenant, and North County SWAT Commander.

Captain Miller holds a Bachelor of Science in Management and Human Resources from Cal Poly, Pomona, and a Master of Science in Criminology and Law from the University of California, Irvine. His professional development includes graduating from the Sherman Block Supervisory Leadership Institute, the LAPD West Point Leadership Program, the Senior Management Institute for Police, and the FBI National Academy.

Captain of Operations-Jose Rocha


Captain Jose Rocha began his law enforcement career in 2003 as a Reserve Officer and was hired as a full-time officer that same year,

Throughout his career, Captain Rocha has served as a Patrol Officer, Field Supervisor, Detective, Public Information Officer, Jail Supervisor, and Professional Standards Lieutenant.

Lt. Rocha holds a Master of Public Administration Degree in Organizational Leadership.
